DEFINITIONS

Animals destroyed

Animals killed for disease control purposes whose carcases were destroyed.

Animals slaughtered

Animals killed for disease control purposes with no restrictions on the use of the slaughter products thus obtained.

Animals vaccinated

Animals vaccinated under a national vaccination programme.

Cases

Animals affected by the disease (sick animals + animals that died from the disease).

Control of arthropods (Cn)

Control of arthropods capable of carrying the pathogen causing the disease, by chemical (spraying, dipping, etc.) or biological methods (dissemination of a pathogen of arthropods, traps, release of sterilised males, etc.).

Notifiable disease (T )

Legal obligation to report any suspected or confirmed case of the disease to the relevant authorities.

Outbreak

Means an occurrence of the disease in question in an agricultural establishment, breeding establishment or premises, including all buildings and all adjoining premises, where animals are present. Where it cannot be defined in this way, the outbreak shall be considered as occurring in the part of the territory in which, taking local conditions into account, it cannot be guaranteed that both susceptible and non-susceptible animals have had no direct contact with affected or suspected cases in that area. For example, in the case of certain parts of Africa, an outbreak means the occurrence of the disease within a sixteenth square degree.

Precautions at the border (Qf)

Measures applied at border posts to prevent introduction of the disease into a country: quarantine, requirement that a certificate specifying the health status of their country, zone or herd of origin be presented with the animals or products, or that control tests be carried out with favourable results before loading, etc.

Screening (Te)

Diagnostic tests carried out systematically either within the framework of a control programme for the disease, or for qualifying herds/flocks as free from the disease in all or part of the national territory.

Stamping out (S)

Slaughter of all sick and contaminated animals, with destruction of their carcases (by burying, incineration, etc.), followed by cleansing and disinfection of the premises.

Stamping out (Modified ~) (Sp)

Application of only part of the measures described for ‘Stamping out’ (e.g. slaughter of sick animals only).

Surveillance (Su)

Continuous investigation of a given population to detect the occurrence of disease for control purposes, which may involve testing a part of the population.

Susceptible animals

Animals present in the outbreaks at the start of the period in question.

Vaccination (V)

Vaccination programme covering an epidemiologically significant part of the target population in the entire territory or in specifically delineated zones (see ‘Zoning’).

Vaccination prohibited (Vp)

Use of a vaccine to control the disease is prohibited under any circumstances.

Zoning (Z)

Delineation (by regulatory means) of free, surveillance and/or buffer, and infected zones within the country for disease control purposes.
