Presentation / objectives
During the 27th Conference of the OIE regional Commission for Europe (Lisbon, Portugal – September 2016), OIE Member Countries fully supported the ‘revitalisation' of the Task-Force of the OIE regional Commission for Europe — it was initially established by the previous Bureau of the OIE Regional Commission in Europe, following discussions held during the 25th Conference of the OIE regional Commission for Europe (Fleesensee, Germany – September 2012); however, with the several changes of the Members of the Bureau, the dynamic of the Task-Force had faded out progressively —.
The Task Force was renamed 'Regional Core Group' to mirror a similar initiative in Asia.
The Regional Core Group mainly aims to improve regional participation in the OIE standard setting process for selected chapters of particular interest to the region, and propose their adoption on behalf of the 53 OIE Member Countries of Europe during the OIE World Assemblies of Delegates. The enlarged mandate of the Regional Core Group, as agreed in Lisbon, now also includes the preparation, implementation and monitoring of a regional strategic plan for Europe, in compliance with the OIE 6th Strategic Plan.
The Regional Core Group operates under the OIE Bureau of the OIE regional Commission for Europe and its President, Dr Maris Balodis from Latvia, and comprises currently 8 Members: Latvia and Austria (bureau), Georgia, Kazakhstan and Switzerland (non-EU members), Spain and the United Kingdom (UE members), and The Netherlands (European member of the OIE Council). Representatives of the European Commission and of the three OIE Offices in Europe (Moscow, Brussels and Nur-Sultan) attend as observers. The OIE sub-regional Representation in Brussels ensures the Secretariat of the Regional Core Group.
Georgia, Kazakhstan, Spain, Switzerland and the United Kingdom were designated as members of the Task-Force at the conference of the Regional Commission in Lisbon, September 2016. They were maintained as members when the Task-Force was renamed 'Regional Core Group' at the meeting of the Regional Commission of May 2017. In May 2018, the Regional Commission, referring to the Terms of reference of the RCG, indicated that the countries that form the RCG are selected during the meetings of the Regional Commission along with the election of the members of the Bureau; given the good work conducted so far, the proposal was made to keep the composition of the RCG unchanged with the same selected countries.
This group of dedicated persons is ready to act on behalf of the 53 countries of Europe, with the overall objective to improve the countries' participation in OIE activities in the region.

First Regional Core Groupmeeting (RCG1 - Belgrade / Serbia, 20-21 December 2016)
The first meeting of the Regional Core Group (RCG1) was held in Belgrade / Serbia on 20 and 21 December 2016.
The objectives of this first meeting were to discuss: (i) the Regional Core Group modus operandi; (ii) the development of a regional Strategic Plan for Europe; and (iii) the list of OIE Code Chapters that could possibly be discussed on behalf of the 53 Member Countries of Europe, in view of the OIE 85th General Session (May 2017).

Teleconference of the Regional Core Groupmeeting (23 February 2017)
A teleconference of the Regional Core GRoup was organized on 23 February 2017. The main objective was to discuss the new
process for selection of experts of OIE Specialist Commissions, and voice the position of Europe at the next meeting of the OIE Council end of February, using as porte-paroles the Members of the OIE Council who at the same time seat in the Regional Core Group (namely Dr Nepoklonov and Dr Schwabenbauer).
Deelgates of Latvia, Austria, Serbia, Georgia, Spain, Swiss and UK attended the TC as well as Delgate of Germany (Member of the OIE Council) and the three OIE OFfices in Europe (Moscow, Brussels and Astana).
Second Regional Core Group meeting (RCG2 - Riga / Latvia, 18-19 avril 2017)
The second meeting of the Regional Core Group (RCG2) was held in Riga / Latvia on 18 and 19 April 2017.
The main objective of this second meeting was to prepare for the meeting of the Regional Commission ofr Europe to be held during the 85th OIE General Session, and more specifically to:
further discuss the Regional Core Group Terms of Reference and the regional Work Plan Framework for Europe; and
(ii) discuss the content of the OIE Code Chapters selected to during the RCG1 (see above) and prepare some common positions to be voiced during the OIE 85th General Session on behalf of the 53 countries of Europe;
(iii) select a list of possible Technical Items for the 28th Confernece of the Regional Commission for Europe (September 2018) and 87th OIE General Session (May 2019);
(iv) discuss financial and human resources' needs and gaps to implement the regional Work Plan Framework for Europe;
(v) discuss the renovation of the OIE Regional Website.

After the RCG2 meeting, the Terms of Reference and the regional Work Plan Framework for Europe, as well as the list of selected Items for the 28th Conference of the Regional Commission for Europe and 87th OIE General Session were circulated to all 53 Member Countries of Europe for comments.
The 3 documents were translated in Russian thank to the in-kind support of Latvia.
Third Regional Core Group meeting (RCG3 - Paris / France, 21 May 2017)
A short meeting of the Regional Core Group (RCG3) was held on 21 May 2017, to prepare for the OIE 85th General Session. On the occasion,
- the common positions/Speaking Notes, on behalf of the 53 Member Countries of Europe, were agreed on the 9 selected OIE Chapters proposed for adoption to the World Assembly of Delegates;
- The 'speakers' (Delegates) to take the floor on behalf of the 53 Member Countries of Europe at the time of the adotpion of the OIE Chapters were selected;
- three Technical Items for both the 28th Conference of the Regional Commission for Europe and the 87th OIE GEenral Sessions were agreed (to be proposed for discussion during the meeting of the REgional Commission for Europe on the next day)
Fourth Regional Core Group meeting (RCG4 - Vienna / Austria, 20-21 December 2017)
The fourth meeting of the Regional Core Group (RCG4) was held in Vienna / Austria on 20 and 21 December 2017.
The main objective of the RCG4 meeting was to get an overview of the OIE programme of activity for 2018 and see how this will support the implementation of the Regional Work Plan Framework of the OIE regional Commission for Europe. Additionally the RCG4 agenda included several informative sessions on regional activities and OIE Council meetings, and an important discussion session for the preliminary selection of the OIE Code and Manual Chapters under revision that could be potentially commented on behalf of the 53 countries of Europe at the next OIE General Session in May 2018.

Fifth Regional Core Group meeting (RCG5 - Moscow / Russia, 17-18 April 2018)
The fifth meeting of the Regional Core Group (RCG5) was held in Moscow / Russia on 17 & 18 April 2018.
The main objective of the RCG5 meeting was to prepare for the 86th OIE General Session to be held in Paris from 20 to 25 May 2018 and notably agree on (i) the agenda of the meeting of the OIE Regional Commission for Europe (21 May 2018 pm); (ii) the possible candidates to be supported at the OIE specialist Commissions, OIE Regional Commission for Europe and OIE Council elections; and (iii) the support or not of the OIE Codes ’chapters presented for adoption in May 2018 (those that had been pre-selected at the RCG4). Other important items in the agenda included a proposed selection of Technical Items for the 28th Conference of the OIE Regional Commission for Europe (Tbilisi, September 2018) and the 2020 OIE General Session, and the state of implementation of the regional Work Plan Framework of the OIE regional Commission for Europe.

- A short RCG meeting on 20 May 2018 (4 pm; tbc) in the margins of the OIE General Session to fine-tuned the last details of the meeting of the Regional Commission for Europe to be held on the next day;
- A short RCG meeting (RCG6) in the margins of the 28th Conference of the OIE Regional Commission for Europe (Tbilisi, week of 19 September 2018 – exact date tbc). This meeting will focus on the preparation of the work plan for 2019 (and associated budget);
- A (full) RCG meeting (RCG7) in December 2018 (exact dates to be confirmed) in Bern / Switzerland. The RCG Members are very thankful to the government of Switzerland for kindly proposing to host the RCG7.
Sixth Regional Core Group meeting (RCG6 - Tbilisi / Georgia, 17 September 2018)
The sixth meeting of the Regional Core Group (RCG6) was held in Tbilisi / Georgia on 17 September 2018.
It was a short meeting (2 hours) in the margins of the 28th OIE Conference of hte OIE Regional Commission for Europe to take advantage of the presence of the RCG Members.
The meeting focuses namely on the preparation of the Conference and the strategic needs of the Europe region, with in filigrane the preparation of the OIE 7th Strategic Plan.

Seventh Regional Core Group meeting (RCG7 - Bern / Switzerland, 17-18 December 2018)
The seventh meeting of the Regional Core Group (RCG7) was held in Bern / Switzerland on 17 and 18 December 2018.
The RCG7 reviewed the objectives laid down in the regional workplan framework 2017-2020 (transparency and communication; education, capacity and sustainability of veterinary services; control of animal diseases; AMR and One health; animal welfare). A report of the OIE Council activities was provided. It reflected on several strategic issues for the region (ASF, GF-TADs, PVS, One Health implementation). The main points of the reports of the last meeting of the terrestrial and aquatic code commissions were pointed out and discussed. Finally, the RCG was updated on the project of the renewed OIE regional website, and the human resources in the 3 OIE representations of the region.
Several follow-up actions were identified during the discussions. They are detailed in the full report.

Eighth Regional Core Group meeting (RCG8 - Madrid / Spain, 29-30 April 2019)
The eighth meeting of the Regional Core Group (RCG8) took place in Madrid / Spain on 29 and 30 April 2019.
The RCG8 was briefed on the current developments discussed at the OIE Council of February 2019, the outcome of the last meeting of the Code Commissions, and the OIE Global Conference on Aquatic Animal Health which took place in Santiago (Chile) on 2 to 4 April 2019.
It prepared the upcoming 87 th General Session: a common position was provisionally agreed on 4 chapters up for adoption this year ( ASF, rabies, animal health surveillance and killing of reptiles), still to be confirmed during the meeting of the Regional Commission on 27 May; elections in the Regional Commission and the OIE council were discussed; the schedule of meetings of particular interest for the region was confirmed, including a detailed review of the agenda of the meeting of the Regional Commission for Europe and designation of speakers.
Updates were provided on the activities of the GF-TADs for Europe and the OIE Platform on animal welfare for Europe. As regards the Platform, this included a presentation of the initial draft report of the external evaluation which took place from January to April 2019, and a thorough examination of the draft terms of reference of the Platform and the initial draft of the 3 rd Action Plan of the Platform, covering 2020-2022. The work on these documents will continue in the framework of the Steering Group with regular feedback to the RCG, in view of their simultaneous adoption by the Regional Commission in May 2020.
The full programme of OIE activities in the region was presented together with a review of possible gaps for the funding of these activities.
The RCG was finally updated on the future regional website, which should be ready by next September.

RCG9 will take place in Paris on 26 May, in the margins of the General session. The UK will kindly host RCG10 in London on 2 and 3 December 2019, while Kazakhstan kindly suggested it might host RCG11 in April 2020.

The ninth meeting of the Regional Core Group (RCG9) took place in Paris / France on 26 May 2019.
The RCG9 focused on the preparation of the meeting of the Regional Commission to take place the next day and other important topics related to the General Session, particularly: list of possible technical items I, candidates for the upcoming election at the OIE Council and the bureau of the region, possible common positions to be supported by the region on chapters proposed for adoption to the World Assembly of Delegates.
