Regional seminar for recently appointed OIE Delegates (18-20 February 2014, Brussels, Belgium)

Background - The OIE Delegate is the unique Contact Point of the OIE in each country. As a result, it is of paramount importance that the Delegate be fully informed and conversant with his/her Duties and responsibilities. This is why the OIE, as part of its Global Capacity Building Programme, organizes regional seminars dedicated to Recently Appointed Delegated on a regular basis. The last seminar in Europe was organized in Fleesensee/ Germany in September 2014 as a side event to the 25th Conference of the OIE Commission for Europe. Few newly appointed Delegates could also benefit from a short training organized for all regions during the 81st OIE General Session in May 2013.

The Brussels seminar - The general objective of the Seminar for Recently Appointed OIE Delegates was to provide them with all the necessary information so that they can fully implement their obligations and responsibilities as OIE Delegates, on a daily basis. For the first time, the seminar was over three days to allow optimal information sharing and discussion time.

While primilarily targeting 'newly appointed Delegates, on an exceptional basis, and given the revised and expanded ‘formula’ of the seminar, the seminar was made open to ALL OIE Delegates in the region wishing to refresh their knowledge, participating on a voluntary and self-funded basis.

The agenda of the Seminar was specifically developed to ensure that the main duties and responsibilities of the OIE Delegates were all presented and addressed. For some responsibilities of particular importance – such as the participation in the OIE standards setting process and disease notification -, specific sessions were dedicated to look at them in more details. Finally, OIE capacity building and regional activities were presented, to ensure optimal participation of the countries on a voluntary basis or when invited.
